ok, so my parents want to make a hotspot for their bistro.
I've convinced them to get an additional internet service because I do not want their computer systems on the same router as pretty much anyone that decides to log on.

so while I was looking at dd-wrt because of it's throttling capabilities, I noticed that they support something called chillispot. It's basically a service that opens up a webpage with a user agreement and the person clicks ok to start surfing the net.

However, you need to do some additional things to get it working, which makes it overkill.

I would just like to have people log onto the hotspot and see a webpage with a check box saying that they agree to the TOS. No passwords needed. Any idea how to do this?
